Congress was mandated early on by the Constitution to "keep a journal of its proceedings, and from time to time publish the same..." (art. 1, sec. 5). Over the next 200 years this practice became standard in all branches and departments of the Federal Government, and the Government Printing Office (GPO), along with the Federal Depository Library Program (FDLP), became the means by which U.S. Government information was printed and disseminated. The last 20 years has seen a shift from print to electronic format of all Federal Government information.
